Goods value: AUD $10,000. Air freight: AUD $1,000. Insurance: AUD $100.

With a valid ChAFTA Certificate of Origin (COO): duty = $0. Without one: duty = $555.

That is the difference a single piece of paper makes. And for air freight — where goods land in Australia within 10 hours of leaving China — getting that paper right before takeoff is the difference between same-day clearance and a costly delay at the airport cargo terminal.

This guide explains exactly what a ChAFTA COO is, who can issue it, what Australian customs actually checks, the five things customs allows that most importers get wrong, and how Allwin Logistic can handle the entire COO process for you — before your cargo load onto the aircraft.

ChAFTA Certificate of Origin Get 0% Duty on Air Freight

1. What is a ChAFTA Certificate of Origin (and Why Air Freight Importers Need It)

The China-Australia Free Trade Agreement (ChAFTA) came into force on 20 December 2015. Under ChAFTA, over 95% of Australian tariff lines for Chinese imports now carry zero duty — including clothing, footwear, electronics, furniture, plastic goods, toys, and promotional products. (Source: DFAT, ChAFTA outcomes at a glance)

But here is the part most new importers miss: ChAFTA does not apply automatically. A 0% duty rate is not something you get simply because your goods are “from China.” To claim the preferential rate, you must have a valid Certificate of Origin (COO) issued by an authorised body in China, and your licensed customs broker must declare it correctly at the time of import.

No COO = you pay the standard General Rate (5% for most manufactured goods). It is that simple.

Why air freight importers should care more than sea freight importers:

Air freight is high-value and time-sensitive. A 5% duty on an AUD $11,100 shipment is $555 — often more than the air freight itself.

Air freight clears within hours of landing. If your COO has an error, your cargo sits at the airport terminal while you fix it — and airport storage charges accrue daily.

Air freight bookings are often last-minute. If you wait until the goods are ready to ship before thinking about the COO, you may not have enough time to get it right before takeoff.

Your typical products — fashion, gifts, advertising materials, fast-moving consumer goods — are exactly the categories where ChAFTA reduces duty from 5% to 0%.

Why air freight importers should care more than sea freight importers

2. Who Issues ChAFTA COOs in China? GACC vs CCPIT

There are exactly two authorised bodies for issuing ChAFTA Certificates of Origin in China:

GACC — the General Administration of Customs of the People’s Republic of China (中国海关总署)

CCPIT — the China Council for the Promotion of International Trade (中国国际贸易促进委员会, also known as the China Chamber of International Commerce)

Both are fully recognised by the Australian Border Force. The format differs slightly between the two, but a COO issued by either is equally valid for claiming preferential duty in Australia. There is no situation where a CCPIT COO is “not accepte” while a GACC one is — or vice versa. The three most common are:

WO (Wholly Obtained) — the good is entirely natural or produced entirely within China without using non-originating materials. Typically applies to raw materials and natural products.

WP (Wholly Produced) — the good is produced entirely in China using only originating materials. Applies to many manufactured goods. Imported goods generally fall under the WP category.

PSR (Product Specific Rule) — the good satisfies a specific rule such as a change in tariff classification (CTC) or a regional value content (RVC) threshold. Applies to goods that incorporate non-originating materials.

If you are unsure which origin criterion applies to your product, or whether your HS code is correct, Allwin Logistic provides complimentary HS code verification as part of our pre-audit service. The COO Checklist: What Australian Customs Actually Verifies

When your customs broker lodges the import declaration with a ChAFTA COO, the Australian Border Force primarily cross-checks the following seven data points between the COO and your commercial documents (invoice, packing list, air waybill):

Consignee: The name and address of the importer/consignee must be consistent.

Shipping Marks: The marks and numbers on the COO must match the carton marks.

Product Description: The goods description must correspond to the commercial invoice. Minor wording differences are generally acceptable, but the description must clearly identify the same goods.

HS Code: The COO shows the 6-digit HS code (the international standard level). It must correspond to the goods described. (Source: DFAT Annex 3A.1, Data Requirements)

Quantity: The quantity on the COO must match the commercial invoice and packing list.

Invoice Number: The commercial invoice number referenced on the COO must match the actual commercial invoice.

Invoice Date: The invoice date must be consistent across documents.

Other important COO rules:

One COO covers a single shipment and may include up to 20 unique items (20 different goods). If you have more than 20 items, you can apply for a second COO. We recommend keeping the product description consistent with your commercial invoice.

When applying for a COO through GACC or CCPIT, you typically need to provide the commercial invoice and the transport document (bill of lading for sea, air waybill for air).

You do not need the original paper COO for clearance. A scanned copy (or “a copy of one”) is sufficient for your Australian customs broker to lodge the declaration. Five Things Australian Customs Allows (That Most Importers Don’t Know)

This is the section that saves importers the most money and stress. Most importers assume that any discrepancy on a COO means automatic rejection. In reality, the Australian Border Force has published detailed guidance on minor errors and discrepancies — and several things that importers lose sleep over are explicitly allowed.

a. The exporter name on the COO can differ from the commercial invoice and air waybill.

If the difference is due to legitimate circumstances — such as the involvement of an intermediary or a trading company — and it does not cast doubt on the origin of the goods, the difference does not invalidate the COO. (Source: ABF Guidance on minor errors or discrepancies on Certificates of Origin)

Practical implication: if your Chinese supplier does not have an export licence or cannot apply for a COO directly, a third party can apply for the COO as the exporter’s authorised representative. The exporter name on the COO will be the third party, not your factory, and this is fully compliant. This is the legal basis for Allwin Logistic can apply the COO for you.

b. The flight number, flight date, and vessel name on the COO can differ from the actual transport.

Airlines regularly change aircraft, flight numbers, or departure dates due to payload restrictions, mechanical issues, or schedule changes. The ABF explicitly states that “the date of issuance of the certificate of origin is not a discrepancy,” and minor differences in transport details fall under the general minor errors guidance. (Source: ABF ChAFTA Free Trade Agreements page; ABF ACN 2023/43)

Practical implication: you can and should apply for the COO before the flight departs — even if the final flight number may change. The COO does not need amendment if the airline changes the flight.

c. You can claim a duty refund after your goods have already been cleared and duty paid.

Under ChAFTA, importers are entitled to claim preferential tariff treatment after importation if a claim was not made at the time of import. This means if your goods arrive in Australia, already cleared at the standard 5% rate, and you obtain the COO afterwards, you can apply to the ABF for a refund of the excess duty paid.

Time limits: for imports where the COO is issued retrospectively, you have up to 12 months from the date of shipment to claim a refund. For imports where a COO was held at the time of importation but not declared, you have up to 4 years. An administrative fee applies. (Source: DFAT Guide to using ChAFTA to export or import; DFAT ChAFTA FAQ Q17)

Practical implication: even if you miss the COO before shipment, it is not too late. Get the COO, provide it to your customs broker, and apply for a refund.

d. A scanned copy of the COO is sufficient — you do not need the original.

As noted in Section 3, the ABF accepts “a certificate of origin, or a copy of one” at the time of import. For air freight, this means you should email the COO scan to your Australian broker the moment when you get it — typically before the aircraft even departs China. Do not wait for the original paper document to travel with the cargo. (Source: ABF RCEP Rules of Origin Guide)

e. COOs issued by GACC and CCPIT are equally valid.

As covered in Section 2, both issuing authorities are recognised by the ABF. The format differs, but neither is “better” or “more accepted” than the other. Air Freight COO Timing: Before Takeoff, Not After Landing

Air freight from major Chinese cities (Guangzhou, Shenzhen, Shanghai, Hong Kong) to Sydney or Melbourne takes approximately 9–11 hours of flight time. Once the aircraft lands, the cargo is typically available for customs clearance and pick up within a few hours. This means your COO needs to be ready before the aircraft takes off — not after it lands.

The COO issuance timeline:

In principle, the COO should be issued before the goods depart China. Applying before departure is straightforward and requires only the commercial invoice and booking confirmation.

If applying after departure (retrospectively), the Chinese issuing authority (GACC or CCPIT) typically requires additional supporting documents such as the air waybill to prove the goods have already been exported. The COO will has a mark “ISSUED RETROACTIVELY.”

Retrospective COO are accepted by Australia for refund purposes (see Section 4.3), but it is always better to issue before departure to avoid clearance delays.

Allwin Logistic’s air freight best practice:

We start the COO application at the same time as export customs declaration — not after. Here is how the timeline works for a typical Allwin Logistic air freight shipment:

Day1 Morning & Afternoon

Cargo arrives at our Guangzhou warehouse. Simultaneously, we submit the COO application to GACC or CCPIT with the commercial invoice and booking details.

COO draft issued. Our team conducts a free pre-audit: we cross-check the COO draft against the air waybill, commercial invoice, and packing list line by line — consignee, marks, product description, HS code, quantity, invoice number, invoice date. We ensure 100% match before issue the final COO.

Final COO issued and scanned. We email the scan immediately to our Australian team for pre-clearance preparation.

Day1 Night

Aircraft departs China. The COO is already with the Australian broker — verified, matched, and ready.

Day2 Morning

Aircraft lands in Sydney or Melbourne. Customs clearance lodge the same day with the verified COO. Zero duty. Common COO Problems — and How to Solve Them

7.1 My Chinese supplier cannot issue a ChAFTA COO. What should I do?

This is the single most common problem we encounter. Many Chinese factories — especially smaller ones — do not have an export licence, do not register with GACC or CCPIT, or simply do not know how to apply for a preferential COO.

The solution: a third party can apply for the COO on behalf of the goods. As explained in Section 4.1, the exporter name on the COO does not need to match your supplier’s name on the commercial invoice — as long as the goods are genuinely of Chinese origin and the difference does not cast doubt on origin. A third party trading company with the proper registration can act as the exporter’s authorised representative and apply for the COO.

Allwin Logistic provides this service. We have our owned trading company registered and experienced in applying for ChAFTA COO through both GACC and CCPIT. We handle the application, verification, and issuance — you provide the commercial invoice and packing list.

7.2 Can a third party trading company issue a ChAFTA COO in China for us?

Yes. The COO is applied for by the exporter, producer, or an authorised representative of the exporter or producer. A third party trading company that properly registere with the Chinese authorities can act as the authorised representative and apply for the COO. The COO will show the trading company (or a related trading entity) as the exporter, and this is fully acceptable to Australian customs under the minor discrepancies guidance. (Source: ABF ChAFTA Free Trade Agreements page; ABF Guidance on minor errors)

Important: the goods must genuinely originate in China and meet the applicable rules of origin. A third party cannot issue a COO for goods that are not actually of Chinese origin — that would be fraud.

7.3 Is third-party invoicing allowed under ChAFTA?

Yes, in practice. The ABF’s guidance on minor errors explicitly addresses situations where the importer name or details on the COO differ from other commercial documents due to “the involvement of intermediary parties in a transaction or the goods changed hands during transit.” As long as the COO contains sufficient information to demonstrate that it relates to the goods in question (invoice number, quantity, description, HS code), and the origin of the goods is not in doubt, third-party invoicing does not invalidate the COO. (Source: ABF Guidance on minor errors or discrepancies)

7.4 Can I combine multiple suppliers in one ChAFTA COO?

This depends on the circumstances:

If multiple factories produce goods that are consolidated into one shipment, and all goods are of Chinese origin with the same or similar HS codes, they can generally be listed on one COO — up to the 20-item limit.

However, the COO application is typically made by one exporter or authorised representative. If you are using a third-party COO service (like Allwin’s), we can consolidate goods from multiple factories under one application, as long as we have the commercial invoices and can verify the origin of each factory’s goods.

If different factories have very different product categories or HS codes that require different origin criteria, it may be cleaner to issue separate COOs.

Allwin specialises in multi-factory consolidation. We can collect goods from multiple suppliers across China, consolidate them into one air freight shipment, and issue the most cost-effective COO arrangement — to minimise your per-shipment COO cost.

7.5 How do I amend errors on a ChAFTA COO quickly?

If you spot an error on the COO draft before it finalise with the GACC or CCPIT, simply ask the issuing body to correct it before issuance. This is the easiest and fastest approach.

If the COO has already been issued and you find an error (e.g. wrong invoice number, typo in product description, incorrect quantity), you have several options:

Minor errors that do not cast doubt on the origin of the goods may be acceptable as-is under the ABF’s minor errors guidance. However, we recommend correcting them whenever possible to avoid clearance delays.

If the error is significant and cannot be amended in time, a replacement COO can be issued.

Allwin’s pre-audit service is designed to catch errors before the COO is finalised. We check the COO draft against the air waybill, invoice, and packing list before the COO is issued — so amendments are rare, and when they are needed, we will issue a replacement very quickly.

7.6 Is a ChAFTA COO required for air freight under AUD $1,000?

Goods with a customs value of AUD $1,000 or less are generally exempt from customs duty in Australia — regardless of whether you have a COO. This is the low value import threshold. (Source: ABF, Low Value Goods)

However, there are important nuances:

The $1,000 threshold applies to the customs value (CIF), not the FOB value. If your goods are worth $900 FOB but air freight adds $300, the CIF value is $1,200 — above the threshold, and duty applies.

GST may still apply on low value goods, depending on the seller and the circumstances.

If you regularly ship multiple low-value shipments that could be consolidated, it may be worth consolidating them — but note that consolidation may push the total value above $1,000, in which case a COO becomes valuable again.

For air freight shipments between $1,000 and $5,000, a ChAFTA COO typically saves between $50 and $250 in duty — well worth the small effort of obtaining one.

8. Allwin’s Closed-Loop Service: Booking + Customs + COO + Compliance Audit

Most freight forwarders will book your cargo and arrange transport. Many will handle export customs. Very few will take responsibility for the COO — and almost none will verify that the COO matches your air waybill, invoice, and packing list before the aircraft takes off.

Allwin Logistic provides a complete closed-loop service for China-to-Australia air freight:

Air Freight Booking: We book your cargo on the optimal airline and route, with competitive rates and reliable space allocation — especially during peak seasons.

Export Customs Declaration: We will pre-verify your export customs declaration documents for China to prevent customs inspections or detentions caused by incorrect information or non-compliant declarations.

COO Application & Management: We apply for your ChAFTA COO through GACC or CCPIT — even if your supplier cannot issue one. By the time the aircraft lands in Sydney or Melbourne, the COO is with the Australian broker, verified and ready for immediate zero-duty clearance. ChAFTA vs RCEP: Which One Should You Use?

Australia is party to multiple free trade agreements, and goods from China may qualify under either ChAFTA or RCEP (Regional Comprehensive Economic Partnership). Here is a quick comparison:

Factor

ChAFTA

RCEP

Parties

China + Australia (bilateral)

15 Asia-Pacific nations (multilateral)

Duty coverage for Chinese goods

Over 95% of tariff lines at 0% (most manufactured goods already duty-free)

Gradual tariff reduction; some goods still phasing down

Proof of origin

Certificate of Origin (COO) or Declaration of Origin

Proof of Origin (similar format)

For most manufactured goods imported from China to Australia, ChAFTA is the better choice because the majority of tariff lines are already at 0% — whereas RCEP rates for some products are still phasing down. However, if your product does not qualify under ChAFTA rules of origin, RCEP may offer an alternative. Your customs broker can advise which agreement gives the best rate for your specific HS code. Frequently Asked Questions

Q: What is a ChAFTA Certificate of Origin (COO)?

A: A ChAFTA COO is a document issued by an authorised body in China (GACC or CCPIT) that certifies goods are of Chinese origin and qualify for preferential duty rates under the China-Australia Free Trade Agreement. For most manufactured goods, this means 0% import duty instead of the standard 5% General Rate.

Q: Who can issue a ChAFTA COO in China?

A: There are two authorised bodies: the General Administration of Customs of China (GACC) and the China Council for the Promotion of International Trade (CCPIT). COOs issued by either are equally valid in Australia. (Source: ABF ACN 2018/30)

Q: My Chinese supplier cannot issue a COO. What should I do?

A: A third party can apply for the COO as the exporter’s authorised representative. The exporter name on the COO may differ from your supplier’s name on the invoice, and this is acceptable to Australian customs as long as the origin of the goods is not in doubt. Allwin Logistic provides this COO apply service. (Source: ABF Guidance on minor errors)

Q: Do I need the original COO document for air freight clearance?

A: No. A scanned copy is sufficient. The Australian Border Force accepts “a certificate of origin, or a copy of one.” For air freight, email the COO scan to your Australian broker as soon as it is issued — do not wait for the original to travel with the cargo. (Source: ABF RCEP Rules of Origin Guide)

Q: What happens if my COO arrives after the goods have been cleared and duty paid?

A: You can apply to the Australian Border Force for a refund of the excess duty. Under ChAFTA, retrospective claims are allowed within 12 months of the date of shipment (for retrospectively issued COOs) or up to 4 years (if a COO was held at import but not declared). An administrative fee applies. (Source: DFAT ChAFTA Guide; DFAT FAQ)

Q: How many items can one COO cover?

A: One COO covers a single shipment and up to 20 unique items. If you have more than 20 items, you can apply for an additional COO. A COO is valid for up to one year from issuance. (Source: DFAT ChAFTA Certificates of Origin)

Q: Is a COO required for air freight shipments under AUD $1,000?

A: Goods with a customs value (CIF) of $1,000 or less are generally duty-free regardless of COO status. However, if air freight pushes the CIF value above $1,000, duty applies and a COO becomes valuable. GST may still apply on low value goods.

Q: Can I combine goods from multiple suppliers in one COO?

A: Yes, if using a third-party COO service. Allwin can consolidate goods from multiple factories into one shipment and arrange the most cost-effective COO — whether one consolidated COO or separate COOs — to minimise per-shipment documentation cost. All goods must be of Chinese origin and meet the applicable rules of origin.

Q: How do I correct an error on a COO?

A: If spotted before finalisation, simply request a correction from the issuing body. If already issued, minor errors may be acceptable under ABF guidance; otherwise, need to replace COO. Allwin’s free pre-audit catches most errors before the COO is finalised, and we can apply for a replacement COO very quickly.

About the Author

Written by Leon Chow, Founder of Guangzhou Allwin Logistic Co., Ltd.
